How do licenses get tracked if you use offline deployment media?

For the type of work I do, I need to ensure that absolutely nothing is placed on these windows machines that is not explicitly intended to be there. Even a small registry edit or a file where it doesn't belong. With that said, if I deploy a few machines with an OFFLINE deployment USB, how are these devices tracked by smart deploy?
How are they registering that machine under a license after deployment? I have no problem registering these machines myself after deployment, but if these machines ever touch the internet, they are only to have connections to specific sites. Is the used license stored on the USB? Where does it go?
