I have the same issue but have resolved it easily. In Create Media, I select "Boot Media" and then under Media Type I select "DVD/ISO". This creates an ISO file that I copy to my local machine and create a bootable USB stick using rufus (a free usb stick utility). The resulting usb stick works fine. I have also had success using rufus to create usb installers with multiple Answer Files. The potential downside is creating Offline Deployment Media. These can be quite large depending, in part, on the number of Platform Packs included and will therefore take some time to download. Online media for Window 10 Pro is under a gig but I have seen Offline Media put as much as 13 gig on the stick.

I have been using the same answer file with a lot of Platform Packs which has proven to be problematic at times. The goal is to use the same USB sitck for multiple types and models of hardware. I have seen some odd behavior when using a usb installer with many different Platform Packs. the most notable is the machine backing out a BIOS update presumably because an inappropriate update was applied. I will be opening a case for this. UPDATE: Well, it appears the backing out of inappropriate BIOS update is a Lenovo issue. We saw it for several weeks on many machines but it has calmed sown now., Additionally, a call with support suggested I stop simply copying the contents of the ISO to a usb stick and start using rufus, a free utility, to create the stick. since then Multiple Answer Files work just fine.
